Canada Visitor Visa: No Longer a Path to Immigration

A Canada visitor visa no longer works as an immigration strategy. During the pandemic, people entered the country on this status and could apply for work or study permits without leaving, but now the system has returned to normal: you must leave Canada and submit documents from outside the country. For real immigration, you need an employment contract before arrival.

When a Visitor Visa Could Help

During the coronavirus period, the rules changed. The economy needed a labour force due to staff shortages, and people were afraid to go to work. Canada, as an aging country with several generations of population, faced a worker deficit in critical sectors. At that time, people with a visitor visa were given the opportunity to stay and apply for work or study permits without leaving the country.

Visitors could also make a reconnaissance visit to see the country, find an employer, and prepare for relocation. This was a particularly successful strategy within programmes for specific regions, such as initiatives for Quebec.

Why the Strategy No Longer Works

The situation in Canada has normalized. Now people who want to apply for a work or study permit must leave the country. This rule is sometimes called “not from within the field” – you cannot apply while on Canadian territory. A person must actually leave the country, not just technically comply with the procedure.

Obtaining a work permit from within Canada is still possible in specific cases, but this is an exception, not the rule. The main path is to have a job offer before arrival and submit documents from abroad.

Real Experience: Job Search Over Two Years

One case shows why a visitor visa has lost relevance. A person from Yaoundé attempted in 2023 to find work in Canada while in the country on a visitor visa, but it did not work out. It required buying a ticket, paying for a visa, and waiting for a result, even though work could be searched for from a computer.

Instead, the recommendation was different: prepare a resume and intentionally search for a contract remotely from your home country while you are there. After about two years, this approach worked – the person received a real job offer from a Canadian employer and was able to arrive already with a guaranteed position. Now he works in Toronto, Ontario, and is considering a second job to develop his career in education.

Job Search Remotely: Rare, But Possible

Getting a job in Canada without leaving your country is real, but it requires organization, methodology, and persistence. People often spend evenings and weekends searching, send dozens of applications, monitor opportunities, and prepare portfolios. Statistically, out of thousands of candidates, only a few find work, since competition is high and search methods differ for everyone.

It is rare, but it does happen that people receive a job offer in Canada while in another country. The key is a positive mindset, regular activity in the search, and the ability to stand out among competitors.

Visa Processing Times in Canada

Visitor visas are processed in reasonable timeframes. In practice, approvals are seen in 8, 10, or 14 days. The longest recent case is nearly three months, but this is an exception. Mostly the process takes 2–3 weeks.

Study permits are processed quickly. For example, a permit for a child under 16 years old was approved in 3 weeks. And permanent residence is reviewed longer: usually 6–7 months, but there are cases where the process drags on beyond seven months.

Temporary Visas: Visiting and Study Remain Relevant

A visitor visa is still issued to people, but as a tool for short-term stays and reconnaissance visits, not as an immigration strategy. If a person wants to get to know the country, meet with a potential employer, or see a region before moving, this visa remains useful. But do not expect it to become a bridge to permanent residence.

For study, the visa also works, and processing times remain at 3–4 weeks. This is relevant for students who are actually going to study, not using the status as a loophole for work.
