How a passport follows citizenship

A passport is issued by the state of nationality and proves both identity and citizenship, so for most migrants it comes only at the end of the route, after naturalization. A residence permit or permanent residence lets a person live in a country but does not entitle them to its passport. Whether the old passport can be kept depends on the laws of both countries: the UK permits dual nationality, while some states require giving up a previous citizenship.

In the UK, adults usually apply for naturalization under the British Nationality Act 1981 after obtaining indefinite leave to remain, passing the Life in the UK test and meeting an English language requirement. A passport of an EU member state such as Bulgaria carries EU citizenship, which includes the right to live, work and study in other member states. Passport indexes such as the Henley Passport Index rank travel documents by how many destinations their holders can enter without obtaining a visa in advance.
