How the Talent Passport works

The Talent Passport (passeport talent) is a multi-year French residence permit created by the immigration law of 7 March 2016 to attract skilled employees, company founders, investors, researchers and artists. It can be issued for up to four years and renewed, and close family members receive a linked permit that allows a spouse to work in France.

Applicants abroad request a long-stay visa through the France-Visas portal and the French consulate, while people already living in France apply through the prefecture, now largely via the ANEF online platform. Each category has its own test: a qualifying job for skilled employees, a genuine and funded company for founders, recognition of an innovative project for the French Tech Visa, or a professional track record for artists.

The EU Blue Card, based on EU Directive 2021/1883, is issued in France as one of the Talent Passport categories, which is why the two are often confused; the Blue Card adds mobility rights in other EU states. A Talent Passport does not lead to citizenship on its own: naturalisation normally requires five years of habitual residence in France along with French language and integration conditions.
