The Ontario Immigrant Nominee Program has been completely redesigned. Instead of numerous sub-streams, there is now one stream with three categories. Students are given more time to apply after graduation, workers must meet a minimum experience requirement with their employer, education and language requirements have changed, and small businesses can now support candidates.

What has changed for students

Students are now given more time after graduating from an educational institution: the period has been extended from 2 to 3 years.

However, the student category now requires a minimum of 3 months of work experience with the employer who will provide support under the program. Previously, applicants could apply without any experience.

New conditions for international workers

International workers who applied under the program with a job offer have gained new options. They can now apply under the category for professionals at levels 0, 1, 2, 3.

The main change: while education previously did not play a key role, at least one year of college study is now required. For trade occupations, a full high school education is sufficient.

Language requirements have also become stricter. While language previously simply provided extra points, a CLB 6 level is now mandatory. For trade occupations, CLB 5 is sufficient.

Work experience: flexible options instead of a single requirement

In the previous version, 2 years of work experience in a specific occupation according to the NOC classification was required. Now alternatives are available:

— 2 years of work experience in a specific occupation (NOC); — 6 months of work experience with a specific employer supporting you under the program; — holding the licenses required to work in the province.

Expanded access for skilled trades workers

Skilled trades workers (levels 4, 5) have gained broader access. While participation previously depended on regional distribution and occupation restrictions, now everyone working at these levels can participate provided that:

— they earn an average or above-average wage; — they have a minimum of 9 months of experience over the past 2 years in a specific occupation (NOC); — their English language level is CLB 4; — they have a full high school education; — they have written support from their employer.

Changes for employers: access for small businesses

The most significant change concerned employers. Previously, only companies with an annual revenue of at least $500,000 (outside the Greater Toronto Area) could support candidates.

Now the option is also available to employers with a revenue of at least $250,000 per year if they are located in smaller communities. This will allow companies in small communities to retain and attract the workforce they need.
