From June 6, 2026, Sweden tightened naturalization conditions. The residence period increased from 5 to 8 years, requirements to confirm knowledge of Swedish language and country structure appeared, as well as the need to prove financial self-sufficiency. There is no transitional regime for incomplete applications: new rules apply to all whose decisions were not made before June 6.

Residence period increased by three years

The main change concerns the duration of stay in the country. The required period increased from 5 to 8 years. It is not calculated from the moment of receiving the first residence permit, but rather the period of permanent residence with the intention to stay. The Migration Agency assesses the basis for residence and its nature, so the period under certain grounds may not be counted in full.

For certain categories of persons, shortened periods are established: 2 years for citizens of Denmark, Finland, Iceland, Norway and former Swedish citizens; 5 years for stateless persons; 7 years for refugees, spouses of Swedish citizens (if conditions are met) and minor applicants under 21 years of age.

Requirement for financial self-sufficiency and restriction on social assistance

The applicant must have their own stable income from work or self-employment. For 2026, this minimum is three basic income amounts — 250,200 Swedish kronor per year before taxes. Spouse’s income, savings or real estate do not replace this criterion.

Additionally, a restriction is established: over the previous 3 years, social assistance for maintenance should not be paid in total for more than 6 months. For certain categories, exceptions to this requirement are provided.

Lifestyle requirements tightened

The reform also affected the lifestyle criterion. After committing a crime, one will have to wait for citizenship longer than before.

Exams on language and society knowledge

The applicant must confirm knowledge of Swedish language and knowledge of Swedish society structure. The first pilot exam on society knowledge took place in August 2026.

However, the exam is not mandatory for every applicant. If knowledge is already confirmed by a Swedish educational document — for example, a school grade in social studies, a gymnasium grade, or an adult education program grade — a separate exam is not required. The Migration Agency decides on the necessity of the exam; you cannot independently register for the test without its referral.

The test is conducted in Swedish and checks basic knowledge about the country’s structure: history, democracy and law, labor market structure, social system, human rights, equality, religion, geography, European Union and other topics. The official study material is published under the title «Sweden in Focus».

Language requirements are introduced gradually. For now, it can be confirmed by school grades, level D Swedish for migrants, Swedish tests for university and college studies, or other available documents. A separate exam on reading and listening should be launched no later than October 1, 2027. Writing and speaking components will be introduced later.

New rules apply to all incomplete applications

If an application for citizenship was submitted before June 6, 2026, this does not mean it will be reviewed under the old rules. No transitional regime for incomplete applications has been introduced. If a decision was not made before June 6, 2026, the Migration Agency applies new requirements to everyone: regarding residence period, self-sufficiency and knowledge.

This creates a critical situation for those already in the process. However, those who just received their first residence permit should not worry now: the card will not disappear, a new exam does not need to be taken immediately. Changes will appear later, when a person is building their path to citizenship.

What to do for those who just received a residence permit

It is a mistake to assume that if citizenship is still 8 years away, you can figure it out later. New requirements need to be considered from the first year of residence. You need to think about which period will be protected, what status you will need by the time of application, whether the current income meets the new criterion, and how you can confirm language and society knowledge.

For example, education or studies related to social studies may be not just a way of integration, but part of your future citizenship package. The first residence permit and eventual citizenship cannot be viewed as two independent tasks — they are interconnected from the moment of receiving the first status.
